Look at this example. We've got a public Community Blog that all members can post on, and a Site Updates blog that only the site administrators can publish to.

When we enter the page settings section for the Site Updates blog, we can choose the privacy and access settings.

Ta Da! We now have a blog that the site administrators can use to let everyone know about the latest updates to the site.
